Celebrating 25 Years of Strategic Partnership

From May 20 to 24, 2025, India’s External Affairs Minister Dr. S. Jaishankar visited Germany for high-level meetings and diplomatic engagements that marked a major milestone — 25 years of the India-Germany Strategic Partnership (2000–2025).
The visit came at a pivotal moment as the global community grapples with increasing instability, climate urgency, supply chain disruptions, and technological shifts. In this context, India and Germany reaffirmed their shared commitment to cooperation, global stability, and collective responsibility.
One of the defining moments of the visit was Dr. Jaishankar’s address at the German Council on Foreign Relations (DGAP) in Berlin on May 21, alongside FM Johann Wadephul, a senior German lawmaker and foreign policy expert. Speaking at the DGAP, Dr. Jaishankar stated:
“We are living in an era of transformation. The challenges are profound, but so are the opportunities. India and Germany must lead by example—through cooperation, responsibility, and strategic foresight.”
Key Areas of Bilateral Discussion
Dr. Jaishankar’s Berlin visit included a series of strategic dialogues, high-level bilateral meetings, and consultations with German policymakers, industry leaders, and think tanks. The following themes emerged as the central pillars of discussion:
1. Geopolitical Stability and Global Disruptions
Both India and Germany expressed deep concern over growing instability in parts of Europe, the Middle East, and Asia. Emphasizing the need for a rules-based global order, the leaders called for stronger multilateral mechanisms and crisis-management frameworks. India reaffirmed its balanced position on global conflicts and its active engagement through forums such as G20, BRICS, and the United Nations.
2. Green Energy, Climate Commitments & Hydrogen Economy
Energy transformation is a key pillar of Indo-German cooperation. With Germany targeting climate neutrality by 2045 and India scaling up its solar and green hydrogen capacity, both nations discussed future collaboration on:
Green hydrogen technology transfer
Sustainable infrastructure development
Climate-resilient urban planning
Joint research in renewable energy and carbon capture
3. Economic Growth and Supply Chain Resilience
India is Germany’s largest trading partner in South Asia. In light of post-pandemic economic restructuring, both sides emphasized:
Strengthening bilateral trade and investments
Enhancing manufacturing collaborations in automobiles, machinery, and electronics
Building resilient and diversified supply chains in critical sectors
4. Education, Skill Mobility, and Migration
With over 50,000 Indian students currently in Germany, discussions included:
Mutual recognition of qualifications
Vocational training cooperation
Simplified visa pathways for Indian skilled professionals
Bilateral youth exchange and academic fellowships
Germany sees India as a key partner to meet its skilled labor needs, particularly in healthcare, IT, and engineering.
5. Technology, AI, and Digital Governance
The future of global cooperation lies in technological innovation. India and Germany explored:
Collaborative AI development
Cybersecurity norms and digital regulation
Industry 4.0 applications in SMEs
Human-centric tech innovation and ethical frameworks
A Shared Global Responsibility
The DGAP forum underscored that India and Germany are not just bilateral partners—they are global actors. Both countries support the reform of international institutions, transparency in development financing, and inclusive models of global governance. Germany continues to support India’s aspirations for a permanent seat at the UN Security Council.
Dr. Jaishankar also emphasized that strategic partnerships must go beyond symbolic gestures and instead deliver meaningful outcomes in the fields of energy, education, defense, and digital transformation.

Indo-German relations are not only built in boardrooms and summits but also through people-to-people connections.
The growing Indian diaspora in Germany, comprising professionals, students, entrepreneurs, and cultural leaders, plays a crucial role in strengthening bilateral ties. This visit further solidified the support for community-led initiatives such as:
